In two decades as its Chairman of Commissioners, he revolutionised Victorian Railways, with unprecedented attention to customer service and innovations such as more powerful locomotives, air-conditioned carriages, and faster services culminating in the introduction of the flagship Spirit of Progress express train. Seconded to the Federal Government in World War II, he played a pivotal role in the manufacture of fighter aircraft in the defence of Australia. As Director-General of Australia's Land Transport Board, he presented a report on railway gauge standardisation that ultimately led to the eventual linking of all Australian mainland capital cities by a uniform rail gauge. "Standardization of Australia's Railway Gauges" by Harold Clapp is a report and recommendation regarding the standarization of Australia's railway gauges. The contents include: * Lines suggested for conversion or new lines to be constructed * scheme of conversion of tracks and structures * scheme of conversion of locomotives and rolling stock * Estimated costs * Associated works * Estimated manpower which the project will absorb in its various phases *Standardization of rolling stock * Other considerations associated with the project * Estimated time involved in the various phases of the work. Sir Harold Clapp (head of the railways ...The Blue Duck Hotel stands at the confluence of 3 trout rivers - Cobungra, Bundarra and Mitta Mitta, called Angler's Rest. The original 1900's building was of slab construction and operated as a butcher shop, servicing miners on the track from Omeo to Mt. Wills. In 1912 it was purchased by a miner, Billy O'Connell, and he obtained a hotel license. In the early 1920's he transported 2 houses from Omeo on Horse drays. One is the main building of the Blue Duck and the other was a residence where Billy and his wife raised their nine children. The small log structure behind the pub is State School No.4286 where the children attended school. A teacher was shared with Glen Wills. By the late 1920's the hotel was discovered and patronized by keen anglers. Sir Harold Clapp (head of the railways) was one and he had the bronze blue duck cast and presented to the owners in the 1930's. This stands at the entrance to the premises. These photographs are of a building, in a remote area, that has provided a service to miners, anglers and travellers for over 100 years and continues to do so today. Phillips was a gifted young graduate, a protégé of (Sir) Harold Dew (PRACS 1953-55). He went to England, where he became surgical assistant to (Sir) Hugh Cairns, amongst others. He was a consultant to the RAAF during WWII, and at the end of the War returned to England at Cairns’ request. Back in Sydney, he returned to Royal Prince Alfred Hospital, where he spent most of his professional career. In 1951, after a long battle with skin cancer, he had his right leg amputated below the knee. Only a few weeks later he was back working at the operating table, and it was at this time the stool was constructed for him. By now however, he was suffering from secondary melanoma, and he died in September 1952.This object is an interesting example of pioneering apparatus from the days before stools became a familiar piece of theatre equipment. The design of the stool is simple and robust. A substantial padded saddle forms the seat, which is adjustable for height. The saddle is upholstered in red leather. The frame is made from tubular steel, painted cream. The whole device runs on three swivelling casters, two at the front and one at the rear, which enable it to be taken in any direction. noneracs, gilbert phillips, harold dew, surgery, 2003 -

Sir Harold Winthrop Clapp (7 May 1875 – 21 October 1952 ...The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Railway Commissioner Harold Clapp and Mrs. Clapp ready to leave Albury on the "Spirit of Progress" in 1938. Mayor of Melbourne, Sir Harold Luxton and the newly appointed ...Bushfire Prevention Week was initiated by the Forests Commission in 1930. Victoria’s State Governor, Lord Somers, the Lord Mayor of Melbourne, Sir Harold Luxton and the newly appointed Minister for Forests, William Beckett launched the innovative campaign with great flourish to 250 invited guests at Melbourne’s opulent Town Hall on Monday 13 January 1930. Special church sermons had been held previously on Sunday. The packed program of gala events included lavish luncheon talks at city clubs, scholarly lectures broadcast on the wireless, together with daily articles in the Melbourne and country press about the pressing need for fire prevention. The slogan for the ground-breaking campaign was… Prevent Bush Fires – It Pays… The Shell Petrol Company of Australia supplied 15000 windshield stickers, the British Australasian Tobacco Company donated a large supply of stamp stickers, while many other companies drew attention to the campaign in their newspaper advertisements. The Victorian Railways and many city firms displayed special fire posters, while Bryant and May posted messages on their limited-edition matchbox covers which are now highly prized by phillumenists (i.e. matchbox collectors). The Postmaster General's Department franked postage stamps and letters with special bushfire slogans. While plainclothes police were secretly deployed to the bush to arrest potential arsonists. Canvas and enamel fire prevention signs were erected on most roads leading to forest areas. Letters to the Editor later appeared in many city and country newspapers extolling the virtues of Bushfire Prevention Week and urging for its continuation as an annual event. Although a new idea for Australia, the Canadian Forest Service had been running a similar program for a few years. The Forests Commission in its 1929-30 Annual Report, under the title of "Propaganda", noted with some glee… "One of the most gratifying features of the ''Week" was its low cost to the Government, the major part of the publicity material being donated by private firms." And so for the next 50 years until the 1980s, Bushfire Prevention Week continued unabated with the Forests Commission producing a series of coloured “Magic Lantern” slides which were manufactured by Alex Gunn and Sons in Collins Street Melbourne for screening at Val Morgan cinemas. The slides famously introduced the menacing character, Willy Wildfire, warning motorists to be careful with matches. Now known as Fire Action Week, it remains a key event in the annual calendar for both DEECA and the CFA and is still going strong... Photograph - Image, Dickinson Centre opening, 1990
Plaque commemorating the opening of the Dickinson Centre, named in honour of Harold and Mercy Dickinson, both totally blind since childhood, who never let challenges stand in their way. Mercy was the first woman who was blind to obtain a Bachelor of Arts degree at the University of Queensland, and received her Masters Degree in the Education of Blind People with Additional Handicaps in New York, and an Honorary Doctorate for Education from the University of Queensland in 1994. Mercy and Harold established the Queensland Training and Placement Centre for the Blind, the first establishment of its kind in Queensland. Harold, who was a prolific writer, was appointed the Director and Mercy was the first volunteer at the Centre. Together they gave a lifetime of dedication and commitment ensuring that people who were blind or had low vision had the same opportunities as those with sight. The Centre later merged with other organisations and in 2006 became part of Vision Australia. The second plaque provides a background to how Harold and Mercy met, and their roles in expanding the the opportunities for everyone around them.Rectangular metal plate with inscriptionThe Dickinson Centre This refurbished centre was Officially opened on 9 November 1990 by The Hon. Document - Telegram, 24/10/1934
This telegram was sent from the Royal Netherlands Airways, Sydney, to the manager of ABC Radio Station 2CO, Corowa, New South Wales. This telegram relates to the 1934 London to Melbourne Air Race. The telegram records the Royal Netherlands Airways' thanks to ABC Radio 2CO radio staff for their efforts in broadcasting an emergency message to the residents of Albury after the Dutch airliner ‘Uiver’ became lost at night in bad weather. As requested local radio listeners drove their cars to the Albury racecourse and illuminated an emergency landing ground using their vehicle headlights. This allowed the lost airliner to land safely. This item relates to the London to Melbourne Air Race of 1934, a significant event that shaped Australia's history as it proved travelling to and from Australia could be done within a reasonable time by air, thereby making the country less isolated. Up to that time Australia was three weeks away from Europe by steam ship. The Air Race was dreamt up by the Lord Mayor of Melbourne, Harold Smith, to commemorate the centenary of Victoria's statehood and was sponsored by the Melbourne chocolate manufacturer Sir MacPherson Robertson. The Royal Netherlands Airways entered a Douglas DC2 plane 'Uiver' - the largest aircraft in the race, and the only one to carry passengers as well as crew, to show that a commercial passenger service to Australia was possible. But in the last leg of the race, the Uiver lost its way in an electrical storm over the Riverina town of Albury. Several communication methods were used to land the plane safely, including the signalling of the word "Albury" in Morse code using the town's street lights. Local ABC Radio station 2CO also made a call for locals to light up a makeshift landing strip for the plane at the town's racecourse. The plane landed safely and the next morning with the help of the townspeople who pulled it out of the mud, took off and finished the race in second place. The story of the Uiver points to the importance of communication in its various forms: two-way and broadcast radio, Morse, and light signals. The survival of the Uiver is a reflection of the ingenuity of Australian communications and the solutions that can be found through the sharing of ideas of information. The landing of the Uiver was an important moment in Albury's social history, as residents participated in the rescue of the plane and its passengers, helping the Uiver to continue on its journey and finish second in the Race. When the Uiver crashed in the Syrian Desert in December 1934, Albury residents contributed to a memorial which honoured those who were killed. Beige paper telegram printed with black ink and overwritten with typewriter. Telegram split into sections designating details of the telegram, details of the recipient and a space for the transmitted message. A small section of paper is missing from bottom left corner."Extend to you my warmest appreciation for your most valuable / assistance rendered to Netherlands machine by continuously keeping your / wireless organisation available during a period of extremely difficult / air navigation stop I assure you that in Holland and in Java your action / is most deeply appreciated Bakker chief representative in Australia for / Royal Netherlands airways. / 6 18pm"telegrams, telegraphic messages, communications, radio, uiver, royal netherlands airways, albury, london to melbourne air race, morse code -

Magill's Endobroncheal Tube
This endobronchial tube was invented by Sir Ivan Magill. It can be identified as pre 1948, as from that time on the wire spiral was eliminated from the body of the tubes. Sir Ivan Magill is famous for his involvement in modern anaesthesia. He worked closely alongside plastic surgeon Harold Gillies in the treatment of facial injuries sustained in World War 1. He was responsible for many items of anaesthetic equipment, but most particularly the single-tube technique of endotracheal anaesthesia.Tightly wound wire spiral tube with metal 'T' nozzle at the opposite end.magill, endotracheal, tube -

Document - Speech, Bulletin Address. Legatee Kem Kemsley Tuesday 27 September 1983
An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. Then classes for the widows and later the girls. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. The items have been catalogued separately.A record of a speech made by Legatee Kem Kemsley a past president of Legacy about events in the early days of Legacy.
